The Docklands Light Railway (DLR) is bracing for a significant surge in penalty fares this year, with figures revealing a projected doubling of issued fares. Between April and November 26, 4,472 penalty fares were issued, a stark contrast to the 2,571 fares issued in the previous year. This surge comes on the heels of a 50% increase in revenue protection exercises in 2025, as reported by Transport for London (TfL). The rise in penalty fares coincides with a troubling trend in Tube prosecutions for fare evasion, which reached its highest level in six years in 2024-25, resulting in 13,118 penalty fare notices and 850 written warnings.
TfL emphasizes the gravity of fare evasion, stating that it deprives the transport network of vital revenue needed for safety and reliability. In the 2023-24 fiscal year, 2,954 penalty fares were issued out of over 4.1 million contactless card checks. This year, the first eight months have already seen 3.1 million card checks, a significant increase from the 2.8 million checks conducted in the entire previous year.
Penalty fares are set at £100, but this amount can be reduced to £50 if paid within 21 days. The intensified efforts come as a new franchise began operations in April 2025, leading to more frequent inspections and an increase in annual revenue protection exercises to 540. TfL's strategy aims to halve fare evasion by 2030, with a focus on contactless card checks, which have increased from 10% to 15%.
The financial commitment to combating fare evasion is substantial, with £14.2 million spent on the Tube and £7.7 million on the bus network in 2023-24, resulting in £1.3 million in penalty charges collected. This comprehensive approach underscores the importance of fare compliance for the sustainability of the transport system.
